Marie Parramon (Sustainability Legal Consultant) obtained a LLB in Judicial Law in France and an LLB in Business Law in Scotland. She also successfully completed a Masters in Environmental Law at the University of the Western Cape.  The title of her thesis is: ""The Role of Monitoring in the Prevention and Control of Marine Pollution: A Critical Appraisal of the Law, Programs and Actors in International and Comparative Perspective".  In addition, Marie has earned a certificate in project management and public relations and has furthered her expertise in South African law through her active involvement in various projects, including those commissioned by the Metropolitan Council of Cape Town, the Department of Environmental Affairs and Tourism and the department of Marine and Coastal Management.  Her professional experience with the National Ports Authority of South Africa has provided her with extensive practical experience in environmental law and management.  She is currently completing an LLD in Environmental Law at the North West Province University.  The title of her LLD thesis is: "The Regulation of Land-Based Marine Pollution in South Africa and France".  Through her academic and practical experience, Marie has developed specific knowledge and expertise in national as well as international environmental law and management, including in the areas of climate change, EIA, waste management, marine and coastal law, EMS, environmental risks assessment, environmental liability and implications for the drafting of lease agreements and environmental economics.  Marie is specialising in two main areas: marine & coastal law and climate change law.

In terms of climate change, Marie has experience in the following areas:

  • Liaison with South African Designated National Authority (DNA) for the CDM in respect of DNA project authorisations
  • Advice on legal and other issues related to the identification and development of CDM projects
  • Developments in the international climate change regime and related policy
  • The interaction of the international climate change regime and the South African environmental legal regime.
  • Training and capacity building
  • Auditing CDM project compliance with South African environmental legal requirements

Her specific areas of expertise also include the following:

  • Review and analysis of the international carbon market (primary, secondary and voluntary) and more specifically CERs price
  • Specific environmental legal assistance in the identification and development of CDM projects in South Africa
  • Policy research, analysis and development of position papers on the CDM in Africa
  • Assistance to the South African Designated National Authority
  • Capacity building, specifically focused on the legal issues related to the CDM
  • Strategic analysis and review of the post 2012 negotiation process
  • Review of ERPAs

Marie is a French citizen and she is therefore able to provide most of the  services in French.
